The change of thinking from an input oriented to an output oriented and effective management approach is a big challenge for the Austrian Federal Administration. Due to the budget law reform each department is required to develop performance and effectiveness goals and determine control measures and performance indicators accordingly.

In order to give the organizations the necessary tools for determination of the specific goals and the relevant indicators on a federal level a performance indicator guidebook was developed together with Contrast Management-Consulting. This guidebook contains example performance indicators for all subdivisions of the federal budget. Therefore Contrast majorly supported the effectiveness control system of the Austrian Federal Administration in their knowledge acquisition. They contributed with a broad expert knowledge, flexibility and efficiency very convincingly.

Contrast Management-Consulting exceptionally supported the Department of Social Affairs of the Federal State Government of Lower-Austria in several projects of advancing the conveying systems for social care. The employees of Contrast Management-Consulting showed deep contentual knowledge during the development of fair conveying systems on the one hand. The Styrian Federal State Government decided to develop a professional contract management in 2003. As a pilot unit they picked the department of road construction. Contrast supported us during the conception and the implementation and therefore with the development of a catalogue of services and the determination of targets as well as their measurement and monitoring. Additionally they helped to build up an output oriented planning and budgeting as well as a contract reporting system. All this was done in in the first step in 2003 and followed up successfully in 2006. Contrast proved itself as a very knowledgeable partner in questions of new public management.

The Vienna University of Technology became autonomous in 2004. This separation from the combined university of Vienna brought some major changes. In this sensitive period Contrast Management-Consulting helped us to create a modern management control system with a good sense of touch and high knowledge for all subject matters. The particular challenge in this case was to tailor the tools of management control to the requirements of a university with all its cultural exceptions. The dedicated work of the Contrast consultants helped us to streamline our management control system and consequently enhance our vitality as a university in a deregulated competition.

Wiener Krankenanstaltenverbund (KAV)

Contrast has been supporting the KAV in several projects in quality management on the expert level as well as on the project management level and handled it with high professionalism. First a status quo analysis of the quality management in the hospitals of KAV was conducted. Based on the results of this analysis a system for the measurement of medical and nursing performance was developed together with experts of the KAV. On top of this a reporting system for the quality management was established. In this process the specific requirements of KAV were taken into account and a know-how transfer from Contrast to the responsible at KAV was ensured.

With the development and the implementation support of this quality management system Contrast not only supported us in an important topic for the well-being of our patients but also they contributed majorly to reach the certificate "committed to excellence" issued by the European foundation for quality management (EFQM).
